Therein lies our first clue: Just because someone says they are not responsible, does not mean they should not be responsible.
Go back now to any other form of bullying in this book and blog and you will see characteristics shared between the individual bully and the public organisation:
The bullying carried out by a local authority is, exactly like the school or work bully or any other, 100% opportunism. Victims become so because they have reacted to the bullying behaviour. Simple as.
The good news is that, like any other bully, ignoring them or standing up to them will stop them in their tracks.
Never forget this simple rule:
Bullying is not personal. The bully is totally unaware of other people and bullying simply ceases to be enjoyable when they get hassle from their targets. They move on to the next potential victim.
